Second, we must pour our strength intodeveloping nuclear power. The investment ina nuclear power plant is the same as that ina wind farm, but unlike wind power, nuclearpower is more stable and controllable. In addition, the operating cost of nuclear powerplants is not high, thus the cost of 1 kwh ofelectricity can be kept at less than 0.4 yuan（$0.058）, more or less the same as the costof desulfurized coalfired power. If nuclearpower plants develop production of scale,the cost can be reduced to be equivalent tothat of coal power.
If you compare nuclear power to windpower, 1 kw of installed nuclear power capacity can operate 8,000 hours a year, but thesame capacity of wind power can only operate 2,000 hours a year. Therefore, a nuclearpower plant is equivalent to three to fourwind farms.
For China, the third priority in developing clean energy is to make full use of naturalgas, which is clean, efficient and stable. In theworld energy structure, 25 percent is natural gas, which is a highquality energy andrequires advanced infrastructure and soundpipelines. The expansion of natural gas development, transportation and utilization mustbe backed by national economic strength,because it is demanding on infrastructure andmore exoensive for everyday use.
