This excruciatingly detailed study seems to have been written in order to advance a plan to initiate steam-powered mail service across the British Empire. It could be useful for someone interested in intercontinental mail service or possibly British politics, but I didn't finish it. It reads like the sort of report people are compelled to read if they work in a corporate or government office.
