There are a few components that are necessary for things to work. One is this collective destiny that was reaffirmed by the euro area members, and as a result their determination to stand by each other and to make those open-ended commitments, if the country performs. That is one. //

我们中国出口的太阳能,占世界贸易额的50%以上,而我们中国国内生产的太阳能,有90%出口到国外,只有10%是留在国内应用。所以,业内有人士提出,希望中国能够启动国内的太阳能市场。为什么中国的太阳能能够迅速地发展,并且大部分产品是出口到国外呢?主要是因为欧盟和其它一些西方国家,对发展太阳能有政府补助的政策。//
而国内太阳能市场确实目前启动地不够,到现在我们总的太阳能装机才只有220万千瓦,和我们4.5亿千瓦的总装机相比,几乎是微乎其微,除下来连1%可能都远远不到。原因有多种,一是目前太阳能的电价还是远远高于其它能源。去年年底以前,按照国家发改委价格司的规定,建的太阳能电厂上网电价是1.15元,今年就改成1元了。这1.15元和火电、水电、核电甚至与风电相比,价格都是高的。目前我们风电价格一度电平均价格大概是0.57元左右。但太阳能搞到去年的1.15元,今年1元,仍然是比较高的,也就是说需要国家更多的补助,这是一个现实情况。

China’s exports of solar energy equipment account for more than 50% of the total trade volume of solar energy equipment in the world. In fact, 90% of China's solar energy products are exported abroad, with only 10% being utilized in the domestic market. In the hopes of increasing China’s domestic consumption of solar power, industry insiders have made proposals to stimulate its domestic solar market. Why has the solar industry in China been growing so rapidly while most of the solar energy equipment it produces is exported? The answer to this question can be found in the governmental policies of subsidies for the solar industry in the European Union and some other Western countries.
The other reason is that the domestic solar market is not fully initiated. So far the installed solar capacity only amounts to 2.2 million kilowatts, a trivial amount compared to the total installed capacity of 450 million kilowatts. If we divide the two figures, the former hardly accounts for even 1% of the total. The reasons behind this fact are many, and one of which is that at present the price of solar electricity well exceeds that of other sources of energy. By the end of last year, according to the regulations of the Department of Price of the National Development and Reform Commission, the on-grid price for solar plants was 1.15 yuan, and this year it is 1 yuan, which is still quite high compared with those of thermal power, hydropower, nuclear power, and even wind power. Currently the unit price of wind power is around 0.57 yuan, while the price of solar electricity, either 1.15 yuan last year or 1 yuan this year, remains fairly high, which means that more state subsidies must be implemented. This is the reality.

And because the new businesses they create are responsible for most of the new jobs in this country, helping them succeed is essential to helping our economy grow. That's why we need to do everything we can to make it easier for America's entrepreneurs to take an idea from the drawing board, to the factory floor, to the store shelves. //
As part of this, I've proposed legislation that will make it easier for entrepreneurs to get the funding they need to grow and create jobs. And through a program called "Startup America," I've called on my entire administration to help entrepreneurs get loans, cut through red tape, speed up innovation and get their businesses off the ground faster. We also helped launch something called "The Startup America Partnership" to connect these entrepreneurs with private companies and get them the resources they need; from mentorship opportunities to leads on potential customers. Therefore, in my understanding, “maintaining stability” is the more important part when talking about “making progress while maintaining stability”. What does “stability” refer to? It refers to economic stability and social stability. Maintaining economic stability is to maintain social stability. “To make progress” refers to making progress in economic growth and in the balanced development of society. In 2011, there were a number of incidents which caused mass societal repercussions, as well as some serious public accidents, such as the high-speed train rear-end collision, and the school bus accident in Gansu. These incidents and accidents, coupled with additional Internet events, have thrown a number of non-profit institutions, organizations, and funds into a sorry plight.
This string of problems has led to decreasing public confidence in the government, in non-profit institutions, and in some governmental departments, such as the Ministry of Railways. If we aim to “make progress while maintaining stability”, then all parties involved in implementing this progress need to conduct themselves with integrity. Integrity must be taken as the essential standard of all action. The work of the government shall satisfy the general public, so shall the work of non-profit institutions. The various departments of the government, set up to provide public services, must satisfy the general public. In my view, that is the “progress” we should strive to achieve.
