grant all privileges 给mysql授权时出现ERROR 1290
在用grant all privileges on *.* to root@192.168.0.3 identified by "123" 给mysql数据库，作远程访问授权时，出现错误：
ERROR 1290 （HY000）：The MySQL server is running with the --skip-grant-tables option so it cannot execute this statement.
其解决办法如下：
呵呵：flush privileges; 即可。
再用grant all 命令。
