进来看看这样的语法是什么意思?
这是WSAStartup函数在头文件中的声明,这个声明可以不解释,不过也希望各位解释一下

跟MAKEWORD(1,1)是一样的,表示使用winsock的1.1版本。
左移8位后就是二进制0000000100000000,再或1就成为0000000100000001,也可直接表示为0x0101
